I-5 STATE HIGHWAY OPERATION AND PROTECTION PROGRAM (SHOPP) ASSET MANAGEMENT PROJECT

The SHOPP’s objective is to restore I-5’s condition, reduce maintenance needs and extend the pavement’s longevity. The selected General Contractor will provide unique insight, innovation and expertise to execute an effective plan that minimizes public impacts and delays for this high-traffic area in San Diego, California, near the United States/Mexico border.

  • Roadway and pavement rehab
  • Curb ramps reconstruction
  • Pavement preservation
  • Drainage system repair and restoration
  • Intelligent transportation management systems installation
  • ADA infrastructure roadside safety improvements
  • Street elements such as bike boxes, bike lane gap closures and enhanced crosswalk visibility
  • Overhead sign structures and sign panels rehab and/or replacement

Anticipated Project Schedule

Design Complete: July 2024
Construction Notice to Proceed (NTP): October 2024
Project Completion: December 2026

Procurement Method

Caltrans will award this construction contract using a construction manager/general contractor (CMGC) delivery method. CMGC will support innovation to ensure schedule and cost risk reductions. Under this method, the Construction Manager will collaborate with the Owner and Designer — consulting during design phase and supporting the pre-construction phase. CM will bid to build the project when design is complete and if selected, the CM becomes GC for construction phase.

Location

The pavement rehab project runs along I-5 from the Camino de le Plaza Overcrossing near the San Ysidro Land Port Entry (US/Mexico Border) to .3 miles south of the Via de Valle Undercrossing in San Diego.
